Williams was born on 12 June 1956, in Des Moines, Iowa. He went to Wallace Elementary School and Hiatt Junior High. He later enrolled at Coe College in Cedar Rapids. He was undecided about his future career, at some point, he thought of broadcast journalism.

After a two-year stint in the Marines, he landed in Minnesota’s Twin Cities working as a jazz-band musician and also in radio. Furthermore, Williams got into acting in 1976 with roles in a repertory theater company.

Williams made his acting debut opposite Steven Seagal in the 1988 film Above the Law. The following year, Williams won the role of Garner Ellerbee in Baywatch. Not to mention, He reprised the role in the 1995 spin-off series Baywatch Nights, before returning to Baywatch in 1996.
